Quorum calculator for general assemblies under the Belgian Code of Companies and Associations (CSA/WVV).
What Is Quorum Master?
Quorum Master is a calculator that tells you whether your general assembly (GA) or board of directors can validly make decisions. Under Belgian law, a minimum number of members must be present (the "quorum") for votes to be valid.
Legal basis — Code of Companies and Associations (CSA; WVV in Dutch), Book 9 — Articles 9:13 (ordinary GA), 9:14 (extraordinary GA), and 9:21 (board of directors). These rules apply to all Belgian nonprofits since 1 May 2019.

Key Definitions
- Quorum: the minimum number of members who must be present for the assembly to make valid decisions.
- Majority: the percentage of "yes" votes needed for a decision to pass.
- Ordinary GA: the annual general assembly where you approve the accounts, budget, etc.
- Extraordinary GA: a special assembly convened to amend the bylaws (the "rules" of the nonprofit).
- Full (voting) members: members who have the right to vote at the GA (as opposed to associate or honorary members).
Start a Quorum Session
- From the Quorum Master page of your organization, click New Session.
- Select the assembly type:
- Ordinary general assembly
- Extraordinary general assembly
- Board of directors meeting
- Enter the number of members present or represented.
- The calculator automatically displays:
- The required quorum (minimum number of attendees)
- Whether the quorum has been reached or not ✅ / ❌
- The required majorities for votes

Session History
- Active sessions: ongoing sessions with participant counts.
- Completed sessions: archived results with date and status.
Belgian Rules Applied
The calculator automatically applies the rules of the CSA/WVV:

Second convocation — If the quorum is not reached at the first GA, the CSA allows you to convene a second assembly that can deliberate regardless of the number of members present (Art. 9:13, par. 2). Quorum Master notifies you of this option.
